She worked as a reporter and editor for the Bureau of National Affairs, writing reports on environmental science. She also worked as a reporter for the Montgomery (Md.) Journal and the Daily Banner. Ms. Hogue graduated from the College of William and Mary with a bachelor's degree in biology and from Johns Hopkins University with a master's in environmental sciences and policy.
