He is retired and is in the office only on Tuesdays and Wednesdays from 9 to 5 p.m. [CR-LF][CR-LF]Mr. Francis, a Canadian, has written for the Monitor for 45 years. Before that, he worked as a reporter for the Financial Post of Toronto and the Winnipeg Free Press.
